Holding: The Court ruled that Article 5 §§ 4 of the European Convention does not compel the State parties to set up a second level of jurisdiction for the examination of applications for release from detention. The intervention of one organ satisfies this provision on condition that the procedure followed has a judicial character and gives to the individual concerned appropriate guarantees commensurate with the deprivation of liberty in question.
